He served the public sector as Deputy Director and/or Executive Director of three Housing/Community Development Agencies and has since served the private sector as CEO/president of two companies that provide services for affordable housing agencies.

Jim has been practicing law since 1974. His practice concentrations include real estate, real estate development, business, corporate, partnership and commercial practice, with an emphasis on affordable housing. He holds an “av” rating from Martindale-Hubbell.

Micah B. Strange

VP – Development, Owner

Micah has worked with Housing Solutions Alliance, LLC since 2008, when he joined to serve as asset manager. Before joining HSA he was employed in basic science research, flight instruction, and computer networking engineering.

Jessica Strange

VP – Administration, Owner

Jessica Strange joined HSA in October 2014. She has five years’ experience in multifamily property management. She managed on-site for one year showing apartments, collecting rent, and managing resident ledgers.

Karalee Aeder

Budget Specialist

Karalee Aeder has over 20 years of experience working with housing authorities. Karalee was employed by Miller & Associates for 13 years and was budget specialist for ten of those years. In that role, she prepared all yearly budgets and mandatory year-end adjustments for 150 housing authorities.

Belitha Baker


Belitha Baker has more than 40 years’ experience in the housing field. She worked for the Lake Charles, Louisiana Housing Authority from 1972 to 1982 as a project manager and clerk. In 1982, she became a member of Miller & Associates in Iowa, Louisiana as a bookkeeper and account clerk.

Michael Bowen

Director of Development

Michael Bowen joined Centerpointe Regional Housing Development Company LLC in January 2007. Prior to this position, Michael was a Development Project Manager for the Community Builders in the capacity of Development Project Manager in the Pittsburgh office.

William James Hill, IV “Jamey”

Asset Manager

Jamey Hill joined Housing Solutions Alliance in 2013. Prior to joining Housing Solutions Alliance he was employed in the affordable housing industry, management, and human resources.

Janice LeBlanc

Junior Accountant

Janice LeBlanc was hired by HSA in July of 2014 as a Junior Accountant She is responsible for monthly fee accounting for several public housing agencies, preparing fiscal year-end financial closings, section 8 budgets, invoices, modernization/capital fund reports..

Nancy Mariscal


Nancy Mariscal was hired in May 2008 as an accountant/data entry clerk in the accounting department. She is responsible for monthly fee accounting for several public housing agencies.

Anita McCall

Accounts Receivable / Payable

Anita McCall has worked for HSA since September 2006. Anita is in charge of all of HSA’s monthly billing, accounts receivable, and accounts payable. She is responsible for reconciling all statements and invoices and insuring that all items on statements and invoices are correct.

Marlana Parker

Junior Accountant

Marlana Parker was hired by HSA in July of 2014 as a Junior Accountant. She earned an Associate in Accounting from Sowela Technical Community College. Before working at HSA she managed a retail pharmacy for nine years.

John Pope

Senior Accountant

John Pope has over 35 years’ experience in public housing accounting. He is a graduate of the University of Texas, with degrees in mathematics and business administration. Following graduation, he joined the firm as a staff accountant.

Paul Rogers

VP – Accounting

Paul Rogers was hired by HSA in September of 2008. He attended Sowela Technical Community College and received an Associate degree in Accounting. He was recently the head accountant and REAC specialist in the Lake Charles office until his promotion to VP of Accounting in early 2015 with the restructuring of HSA.

LaMeSha Russell


LaMesha Russell was hired by HSA in May of 2004 to assist in the Consulting Department. LaMesha is responsible for many of HSA’s consulting duties. She performs the bulk of the administrative functions as service officer event coordinator for the Louisiana Housing Council (LHC)

Tanisha Smith

VP – Consulting

Tanisha Smith has worked in the public housing field since 2001. Her current position is VP- Consulting. During her time at HSA she has gained valuable experience and has become knowledgeable of various public housing programs.
