LaMesha Russell was hired by HSA in May of 2004 to assist in the Consulting Department. LaMesha is responsible for many of HSA’s consulting duties. She performs the bulk of the administrative functions as service officer event coordinator for the Louisiana Housing Council (LHC), and has become an integral part of managing the LHC service officer contract with HSA. LaMesha’s tasks include assisting with modernization coordination, the Capital Fund Acceleration program, annual plans, environmental reviews, rent reasonableness studies, various proposals for public housing agencies, creating specification manuals for modernization projects at public housing agencies, sending correspondence, updating contracts, and designing monthly newsletters, registration forms, agendas, and marketing materials.
